සුගත් වීරසූරිය
ශ්රී ලංකා ගුරු සේවය තුළ උපාධිධාරී ගුරුවරුන්ට මුහුණපෑමට සිදුවී ඇති වැටුප් විෂමතා ප්රශ්නවලට නිසි විසඳුම් ලබාගැනීම සඳහා කඩිනමින් මැදිහත් වන්නැයි සමස්ත ලංකා උපාධිධාරී ගුරු සංගමය ජනාධිපති මහින්ද රාජපක්ෂ මහතාගෙන් ඉල්ලා සිටී.
ශ්රී ලංකා ගුරු සේවා ව්යවස්ථාව සහ 2000/14 චක්රලේඛය ක්රියාත්මකවීමෙන් විසඳුම් නොලැබුණු ගුරු වැටුප් විෂමතා තවමත් එකතැනම ඇති බව පෙන්වා දෙන මෙම සංගමය ඒ අනුව මූලික වශයෙන් ජනාධිපතිවරයාගෙන් ඉල්ලා සිටින්නේ ඒ සඳහා සාකච්ඡා කිරීම සඳහා තමන්ට අවස්ථාවක් ලබාදෙන ලෙසයි.
ඒ පිළිබඳ එම සංගමය නිකුත් කර ඇති නිවේදනයෙහි වැඩිදුරටත් මෙසේද සඳහන්වේ.
ඇතැම් ගුරු සංගම් නායකයන්, උපාධි ගුරු වැටුප් විෂමතා විසඳීම සඳහා අධ්යාපන අමාත්යාංශය ගන්නා තීන්දු තීරණවලට එරෙහිවී ඇත. එමෙන්ම ඇතැම් අධ්යාපන නිලධාරීහු ද එම තීන්දු තීරණ ක්රියාත්මක කිරීම දිනෙන් දිනම පමා කරති. එහෙයින් වසර 17 ක් පුරා අසාධාරණකම්වලට ලක්වන උපාධිධාරී ගුරුවරුන්ට සාධාරණය ඉටුකර ගැනීමට ගත යුතු පියවර මොනවාද? යන්න ජනාධිපතිවරයා සමග සෘජුව සාකච්ඡා කළ යුතුව ඇති බවත් ඒ සඳහා සාකච්ඡාවක් ලබාදෙන ලෙසත් උපාධිධාරී ගුරු සංගම් එකමුතුව ඉල්ලීමක් කර තිබේ.

වසර කිහිපයක් තිස්සේ අනධ්යයන කාර්ය මණ්ඩලයට ලැබිය යුතු හිඟ වැටුප් ලබාගැනීම සඳහා වෘත්තීය ක්රියාමාර්ග ගැනීමට ද අනධ්යයන සේවකයෝ තීරණය කර සිටිති.
අනධ්යයන කාර්ය මණ්ඩල සාමාජිකයන්ගේ වැටුප් විෂමතාවන්ට අදාළව විශ්වවිද්යාල ප්රතිපාදන කොමිෂන් සභාව ඉදිරිපත් කර ඇති වාර්තාව අධ්යයනය කර වැටුප් විෂමතා ඉවත් කිරීම සඳහා නිර්දේශ ඉදිරිපත් කරන්නැයි වැටුප් හා සේවක සංඛ්යා කොමිෂන් සභාවට ඇමැතිවරයා දැනුම් දී ඇති බවත් උසස් අධ්යාපන අමාත්යාංශය පවසයි.

නව පත්වීම් ලිපි නොමැතිව අංශාධිපතිධුර භාර ගැනීමට විශ්වවිද්යාල ආචාර්යවරුන්ගේ සමිති සම්මේලනය ඊයේ (5 වැනිදා) තීරණය කළේය.
සම්මේලනයේ විධායක සභාව ඊයේ රැස් වී මෙම තීරණය ගත් බව එහි සභාපති ආචාර්ය නිර්මාල් රංජිත් දේවසිරි මහතා "දිවයින"ට පැවැසීය.
ආචාර්වරුන්ගේ වැටුප් වැඩි කිරීමට ආණ්ඩුව එකඟ වීමෙන් පසුව වෘත්තීය ක්රියාමාර්ග අත්හිටුවීමට සම්මේලනය තීරණය කළ නමුත් අංශාධිපතිධුර භාරගැනීම සඳහා නව පත්වීම් ලිපි නිකුත් කළ යුතු යෑයි සම්මේලනය තරයේම ප්රකාශ කළේය. එහෙත් අංශාධිපතිධුරවලින් ඉල්ලා අස්වීමේ ලිපි පාලක සභා භාරගෙන නොමැති හෙයින් යළි නව පත්වීම් ලිපි නිකුත් කිරීම අවශ්ය නැති බවට උපකුලපතිවරුන්ගේ සම්මේලනය ද තීරණය කළේය.
මෙම තත්ත්වය මත විශ්වවිද්යාලවල අධ්යයන කටයුතු ආරම්භ කිරීමට නොහැකි වූ අතර පවතින තත්ත්වය පිළිබඳ සලකා බලා නව පත්වීම් ලිපි නොමැතිව අංශාධිපතිධුර භාරගැනීමට තීරණය කළ බව සභාපතිවරයා කීවේය.

පොලිස් දෙපාර්තමේන්තු ඉතිහාසයේ මුල්වරට උපපොලිස් පරීක්ෂක තනතුර සඳහා උපාධිධාරීන් 49 දෙනකු බඳවා ගත් බව පොලිස් බඳවා ගැනීමේ අංශය පවසයි.
මෙම තනතුර සඳහා බඳවා ගත් උප පොලිස් පරීක්ෂකවරුන් අතර උසස් පෙළ විභාගයේ සියලුම විෂයන් සඳහා "ඒ" සාමාර්ථ ලබාගත් විසිදෙදෙනෙකු (22) සිටින බව එම ආරංචි මාර්ග කියා සිටියි. ආධුනික උප පොලිස් පරීක්ෂක තනතුර සඳහා 26,000 ක් අයෑදුම්කරුවන් පෙනී සිටි අතර ඉන් 201 දෙනකු එම තනතුරට තෝරාගන්නා ලදී.
මෙම තනතුර සඳහා අයදුම් කළ අයෑදුම්කරුවන්ගෙන් වැඩි දෙනකු ඉහළම අධ්යාපන සුදුසුකම් සම්පූර්ණ කළ අය බවද පොලිස් බඳවා ගැනීම් අංශය කියා සිටියි.

Students withdraw case

Student groups, of three universities, who had filed Writ Application against the submission of resignations letters by Heads of the University Departments, yesterday withdrew their Applications in view of the settlement of the issue in question.
The students had complained that their academic studies were disrupted, due to the submission of resignations by Heads of Departments and the acceptance of the same by the Chancellors of the Universities and the University Grants Commission. Yesterday, Faiz Mustapha PC who appeared for the petitioner students said that the issue in question was settled and the petitioners need not pursue the petitions.
These student groups were from Wayamba, Ruhuna and Sri Jayawardenepura Universities.
The Bench comprised Justices Sriskandarajah (President, Court of Appeal) and Nalin Perera.

Non-academic staff demand their pound of flesh

In the wake of government agreeing to increase the salaries of university dons, the non-academic staff of universities, have demanded that anomalies in their salaries be rectified immediately.
Hundreds of non-academics staged a protest opposite the University Grants Commission (UGC) in Colombo yesterday demanding immediate rectification of their salary anomalies.
The protest led to a major traffic jam at Ward Place, Town Hall and the surrounding roads during the peak school closure time for the August holidays at noon yesterday.
The protestors held placards with slogans calling upon the government to rectify their salary anomalies soon.
Addressing their members, president of the Inter University Trade Union Federation R. M. Chandrasena said that the government had been ignoring the problem from 2006, but they could not wait anymore.
"Academics alone cannot run universities without their support," Chandrasena said, adding that they take tough trade union action if the government fails to address their problem immediately.
He said that past governments had cheated them and finally the present Higher Education Minister S. B. Dissanayake had promised to rectify their salary anomalies, but so far he had not honoured his promise, but agreed to the demands of teachers.
Chandrapala said that it was unfortunate that the governments did not pay heed to the needs of workers.

Arsenic theory not diminished rice consumption

The allegations of Arsenic presence in rice and pesticides by a group of scientists at Rajarata University have not affected the rice consumption in Sri Lanka, said Hector Kobbekaduwa Agrarian Research and Training Institute Deputy Director Research Dr Rupasena Liyanapathirana.
There has been a sharp increase in rice consumption instead, said Dr Liyanapathirana. The rice consumption has increased from 1.9 million metric tons to 2.2million metric tons over the last five years, he said.
Asked if they had conducted any research on arsenic content in rice, Liyanapathirana said they are currently gathering information about the allegation concerned, but they were unable to find any established theory to support this allegation.
Meanwhile, Registrar of Pesticides office in Peradeniya blamed the scientists at Rajarata University for creating any unwarranted fear in throughout the country over pesticides in rice. Pesticide Registrar Dr Anura Wijesekara said the scientists at Rajarata are yet to establish the truth about their findings concerning Arsenic presence in rice and pesticides.
They are expected to establish whether it was Arsenic in pesticides that caused the death of many farmers in agricultural areas due to kidney disease.
They have leaked their allegations and assumptions before they have been verified and this should not have been the case, Wijesekeara explained. Meanwhile, Sri Lanka Customs is holding up 15 truck loads of pesticides at the port.
They have been lying there for nearly two months for tests to be conducted for the presence of Arsenic and other hazardous chemicals. A Customs official said the consignments will be released after tests while importers have questioned about the delay in the release of their goods.

Dons to make decision following court ruling

The voluntary administrative positions of University teachers would depend on the outcome of the case in the Appeal Courts today, sources said.
FUTA President Dr. Ranjith Nirmal Dewasiri speaking to Daily Mirror today stated that since the case in Appeal Courts and the prevalent issue between the academics and Vice Chancellors were linked, they would most likely take a decision concerning the situation following the outcome of the court case.
During early June, the Court of Appeals issued an interim order to the Department Heads in the Wayamba, Sri Jayawardenapura and Ruhunu universities, restraining them from accepting the resignations rendered by academics during end of May.
The interim orders were issued following the hearing of three writ applications filed by students in the three universities.
“We are attempting to come up with a practical solution to the current situation since we believe there is no need to further delay the restoration of normalcy in universities,” Dr. Dewasiri said adding that there were several urgent activities that needed to be carried out including the release of results for the final year students and resuming examinations that were disrupted due to the trade union actions.
“The VCs are still not ready to accept the resignations rendered by the academics in May. Our position concerning the current situation hasn’t changed - we are expecting the VCs to issue fresh appointment letters to the resigned academics. However we hope that we will be able to work up a permanent solution to the situation in an official level soon,” he added.
Speaking further he said that although they haven’t arrived at an agreement with the VCs yet, certain practical arrangements have been made in certain universities informally to resume activities.

Higher Education Minister S B Dissanayake has promised to submit a Cabinet memorandum seeking approval for the payment of 50 percent of salary arrears announced for non-academic staff of universities by the Circular No 888. The minister gave this assurance at a meeting with SLFP trade union leaders held at the ministry recently.
The meeting was attended by Sri Lanka Nidahas Sevaka Sangamaya President D P R Thambawita, General Secretary Leslie Devendra and Corporation Sector Secretary Ranjith Hettiarachchi.
Director General of the Higher Education Ministry Keerthi Mawallage and other officials were also present.
The Minister directed the Chairman of the Salaries and Cadre Committee to study the report on anomalies in the new salary structure submitted by the UGC and promised to implement the recommendations on it made by the Salaries and Cadre Committee.
